position. They realize that there is neither pay nor prospect to

tempt them, and if, they join the Service, they do so with the

motive of qualifying, at Government expense, for the higher

salaries they can invariably command in business houses, as

opportunities occur.

I find it difficult to make suggestions or

recommendations, for, in a sense, my present submission is but

a supplement to what I wrote in my memorandum of 19th. April,

1904, in 2722/1904 -0.8.0., which statement has apparently re-

mained unheeded. 1 would, however, respectfully urge that the

time has arrived when the needs of this Department merit the

most earnest and pressing attention, and that, so far as is now

possible, they may be dealt with in such a manner that the dif-

ficulties 1 have endeavoured to point out may be overcome, as

well as be safeguarded in the future.
